The United States Government is offering a reward of up to five million dollars for information leading to the identification or location of Abukar Ali Adan.

Adan is the deputy emir, or leader, of the al-Shabaab terrorist group. After several years at the head of al-Shabaab’s military wing, the Jabhat, he took over as the group’s military chief, and was eventually elevated to his present position as deputy to the head of the group.

Al-Shabaab is the largest and best-financed affiliate of the al-Qa’ida extremist organization, according to the United Nations. Based in Somalia and operating primarily in East Africa, al-Shabaab has conducted attacks in Somalia as well as in neighboring Kenya and Ethiopia, resulting in thousands of deaths and injuries.

In January 2018, the United States Department of State designated Abukar Ali Adan as a Specially Designated Global Terrorist under Executive Order 13224, which imposes strict sanctions on foreign persons determined to have committed, or pose a significant risk of committing, acts of terrorism that threaten the security of U.S. nationals or the national security, foreign policy, or economy of the United States.

Furthermore, Adan was listed under United Nations sanctions pursuant to UN resolution 1844, for engaging in or providing support for acts that threaten the peace, security or stability of Somalia and peacekeepers.
